The initial idea of this plan was ignited during the 14th General Election where Pakatan Harapan had emphasized on the effort to ensure that Malaysia is known for its integrity, instead of corruption. An Exclusive Cabinet Committee on Anti-Corruption (JKKMAR) chaired by YAB Tun Dr. Mahathir bin Mohamad, 7th Prime Minister on 8 June 2018 had decided that a comprehensive anti-corruption plan needs to be planned urgently to address issues related to corruption in this country. The National Anti-Corruption Plan (NACP) serves as Malaysia’s primary document that outlines a comprehensive and integrated action in combating corruption. This plan will be the first of its kind, encompassing issues of management, integrity, as well as anti-corruption in a unified framework.

The vision of NACP is to establish a corruption-free country through the determination of three specific aims, which is Judiciary Obligations and Credibility, Prosecution and Law Enforcement Agency, efficient and responsive Public Service Delivery and integrity in business.

NACP outlines long-term visions on the anti-corruption actions towards a corruption-free country through 115 initiatives that are to be put into practice. Through its six strategies, NACP will ensure that the effort to combat corruption is streamlined among political actors, corporate entities, enforcement agencies and the stakeholders. It is expected that the stakeholders will develop Organizational Anti-Corruption Plan (OACP) in addressing the issues concerning the integrity, administration and anti-corruption in their respective organizations.
