The role of the Special Cabinet Committee on Anti-Corruption (JKKMAR) has been enhanced to the Special Cabinet Committee on National Governance (JKKTN) through the directive of the YAB Prime Minister No.1 of 2023, effective on 5 December 2023. The implementation of the government administration management system of Malaysia through the establishment of the Special Cabinet Committee on National Governance (JKKTN) aims to ensure that immediate, focused, and more effective actions can be taken to address issues of governance weaknesses that may lead to government fund leakages, wastage, as well as the risks of corruption, misappropriation, and abuse of power.

Roles and Responsibilities of JKKTN

  1. To recommend, consider, and approve proposals for solutions regarding the development and improvement of institutions, policies, and legislation related to efforts to enhance governance, strengthen integrity, and combat corruption within the administration of the Government based on:
    1. The Auditor General's Report (LKAN)
    2. The National Level Governance Committee (JTK) Report
    3. Reports from Statutory Bodies
  • To consider recommendations on policy decisions involving proposals to strengthen government and public sector administration, implement preventive and corrective actions, and proactively address governance issues across agencies identified based on common and recurring weaknesses that cause government fund leakages, public fund wastage, and corruption risks. These are based on reports from agencies such as the National Audit Department (NAD), Public Complaints Bureau (BCB), Malaysian Anti-Corruption Commission (MACC), and Enforcement Agency Integrity Commission (EAIC).
  • To propose any governance improvement recommendations to the responsible Minister for consideration by the Cabinet if there are current issues that require immediate attention and action, and/or if the meeting of the Special Cabinet Committee on National Governance (JKKTN) cannot convene within the specified timeframe.

Roles and Responsibilities of JKKMAR

Determing policies in relation to governance, integrity, and anti-corruption within the Government's administrative management system

Plan, monitor and evaluate the efficiency of implementation and effectiveness of regulatory policies and service delivery systems which have an impact on strengthening governance, integrity, and anti-corruption of the Government's administrative management system.

Consider and approve the implementation initiatives of the governance, integrity, and anti-corruption of the Government's administrative management system.

Consider suggestions proposed by National-level JKKMAR and Anti-Corruption Committee (JAR) members to strengthen governance, integrity, and anti-corruption of the Government's administrative management system.
